Chairman Robert Yarmo bro= ught the meeting to order at 7:35 p.m.

Map 35, Lot 10-352, New American Homes (Cara Estates), to review a telephone pole install on lot #8 driveway within the WCD – Scott Vienneau, Project Manager

Mr. Vienneau presented hi= s plan for a telephone pole installation to be constructed in the WCD. He wants to install one additional= pole in order to run an electrical line overhead. This is located near a 20-ft wide driveway, a rough driveway. A= ny disturbance at this time would mean no access in or out of the driveway for= a couple of weeks due to the cold weather, i.e., the driveway is frozen solid= and would probably not thaw out and be workable for at least two weeks, maybe more. This is a 2-lot drivewa= y. Once the overhead line in installed it will then go into an underground installation for the remainder of the electrical work. Mr. Yarmo feels that this is an al= lowed use, it’s unusual, and believes that this is the first time this type= of case has come before the Conservation Commission. Mr. Yarmo says this is a minimum i= mpact to the WCD. The installation = is about 13-ft from poorly drained soils said Mr. Vienneau. It is in the WCD but outside the wetland. Mr. Vienneau says th= e span for the overhead electrical lines is 150-ft.

Mr. Gagnon questioned as = to why the span couldn’t be 200-ft, like most poles. Mr. Vienneau said he was told it w= as 150-ft, but that he would check with the power company and if acceptable wo= uld go the 200-ft span to be completely out of the WCD.

Mr. Vienneau says the pol= e will be almost hidden in the summertime with the foliage on the trees and will n= ot be an eyesore.

Mr. Yarmo will submit let= ter to Mr. Vienneau supporting this installation.

Map 2, Lot 5-73: Town of Pelham, Raymond Park (Keyes Hill Road) William T. Hayes, Park Ranger – Minimum Impact Expedited Dredge and F= ill Application

Mr. Hayes is not sure tha= t he even needs a permit. He expla= ins that trolley tracks that once went through the park, from Pelham to Nashua, vice-vers= a, goes right through the middle of the park. One of the field-stoned culverts have collapsed; there are three (3) culverts in all, but only one to be fixed at this time. Mr. Hayes will replace one of thes= e, (identified as C-3) with today’s modern culverts. This will require digging out the = stones before the installation of the new culverts. Mr. Kakkad says that the condition= of the stone culverts, as they are now, collapsed, is actually doing more dama= ge because the water is backing up. Mr. Hayes said that the soils near the culverts would probably be lowered to reflect more trail-like conditions. After the digging out of the stone= s, there will be a ¾” stone base deposited where the culvert will= go then gravel placed on top of that. Mr. Hayes presented pictures of the collapsed culvert.

MOTION (Sanjay Kakkad/Paul Gagnon) to approve the application for an expedited minimum impact dredge a= nd fill application. VOTE: 6 – 0 in favor.

OTHER: Mr. Hayes offered, for review, thr= ee (3) binders containing paperwork for a grant application that he is submitting = to the state to enhance the trail system at Raymond Park. He is seeking support from the Con= servation Commission, in the form of a letter, to support this application. He explains that in the end there = will be 17,000-ft of trails. There= is 7,000-ft that is going to be brand new and 6,500-ft that is being improved = for emergency access. At times there may be 400-500 Scouts and adults there, and the trail will provide access to the more remote areas. Mr. Hayes said there is another subdivision before the Planning Board in this area and they are giving them another access. Also, there a= re two (2) bridges that were put in from the efforts of Eagle Scout projects and t= hese are being replaced with pressure treated 2” x 6” timber. Mr. Hayes said the trails would be teaching trails. There will b= e signage where points of interest are, all coming under the heading of nature trails. The signs will explai= n what the person is looking at. Mr. Hayes explained the scoring system that is us= ed for the criteria that is presented as the grants are given out on a scoring system. The letters of suppor= t from the various boards, etc. will give the applicant “brownie points̶= 1; on the scoring. Letters from = the Fire Chief and the Parks and Recreation will also be part of the packet he = is submitting to the state. In explaining the terrain, Mr. Hayes speaks of a viewing platform that shows a prime wetland. He hopes to install the platform a= t some time in the future. Mr. Gagno= n read a letter of support that had been drawn up by Chairman Yarmo that supports = Mr. Hayes efforts in securing this grant.

MOTION: (Paul Gagnon/Deborah Scott) to sub= mit this letter to Mr. Chris Gamache, Program Coordinator, Bureau of Trails, Division of Parks and Recreation, Department of Resources and Economic Development, 172 Pembroke = Road, Concord, NH 03301.

VOTE: 6-0 in favor.

OTHER: Paul Gagnon informed the members o= f an Open Space Meeting on Thursday, January 22, 2004, 7 p.m. at the town hall to discuss easements and warrant articles.&nb= sp; Mr. Hayes offered words of support for the 3 million dollar bond war= rant coming before the voters in March.

Mr. Yarmo informed member= s about a warrant article being submitted by the Planning Board to eliminate the wo= rd FAVORABLE which relates to input from the Conservation Commission. – = It is a legal issue said Mr. Yarmo.
