PLANNING BOARD MEETING

February 24, 2005

The Vice Chairman, Peter = McNamara called the meeting to order at 7:30 pm.

Su= bdivision Regulations –General Design Principles and Standards, Lot Shape, Driveway Access and Road Design

Information had been received earlier in the d= ay from the Town’s Engineer (Dufresne-Henry) regarding the technical specifications as requested by the Board. (SEE ATTACHMENT #1). The Board was in favor of referenc= ing AASHTO for the designs of projects; also they were in favor of requiring si= ght distance to be based upon a speed that was 10mph above the posted limit. There was continued review of the Dufresne-Henry recommendations regarding drainage and AASHTO. It was decided to have representat= ive from Dufresne-Henry meet with the Board, possibly at the next meeting, to further discuss their recommendations.&nbs= p; Mr. D’Andrea then reviewed clarifications with the Board regar= ding items that had been discussed at the previous meeting.

December 6, 2004

MOTION:

(Ouellette/Scanzani) To approve t= he December 6, 2004 meeting minutes as amended.

VOTE:

(4-0-= 0) The motion carried.

December 20, 2004 - Deferred

December 27, 2004 - Deferred

February 7, 2005 - Mr. D’Andrea discussed the motion= made on page one of the minutes ‘To direct the Planning Director, from this date forward, to not accept plans if they do not contain 1) the 35,000 square foot contiguous dry area shown/outlined on the plan; 2) the 15,000 square foot building envelope (ou= t of wetland, slope etc.)’. He explained that per state statues, he couldn’t not accept plans if they showed the 35,000SF area and the 15,000SF area; the plan would have to come before the Board. If the Board chose to deny, or not accept the plan, under statute (10.03 & 10.04) the Board was required to give a written explanation as to which criteria was not complied with; Mr. D’Andrea could not just send them away. Mr. D’Andrea asked if the mo= tion could be reversed. Mr. Scanza= ni said he would not change the motion. Mr. D’Andrea’s concern regarding the motion is reflected herein.
