Brian E.
Roy, P.E. and Timothy J. Watson, E.I.T. of Cuoco &amp; Cormier Engineering
Associates of Nashua, NH. Mr. Watson and Mr. Roy were assisted <span
class=3DGramE>by</span> Mark West of West Environmental of <st1:place w:st=
=3D"on"><st1:City
 w:st=3D"on">Lee</st1:City>, <st1:State w:st=3D"on">NH</st1:State></st1:pla=
ce>.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Applicant proposes to construct 40=
 units
of Senior Housing on a 26 acre lot and is seeking a Dredge &amp; Fill
Application, item 6, which states: <i style=3D'mso-bidi-font-style:normal'>=
Explain
the need for the proposed project and how it has been designed to minimize
impact to areas within the DES Wetlands Bureau&#8217;s jurisdiction.</i><sp=
an
style=3D'mso-spacerun:yes'>&nbsp; </span>Wetland impact #1 involves 3,500 s=
.f. of
disturbance for a roadway crossing.<span style=3D'mso-spacerun:yes'>&nbsp;
</span>Impact #2 involves 200 s.f. of disturbance for a roadway shoulder and
impact #3 involves 1,900 s.f. of disturbance for an emergency access way.<s=
pan
style=3D'mso-spacerun:yes'>&nbsp; </span>Wetland impact 2 involves the tip =
of a
small tributary to the wetland from impact 1 said Mr. Watson. Total impact =
to
wetlands is <span class=3DGramE>5,600 s.f</span>.<span
style=3D'mso-spacerun:yes'>&nbsp; </span><span
style=3D'mso-spacerun:yes'>&nbsp;&nbsp;</span>Mr. Watson said that at impac=
t #2,
they had configured the road so that they can safely get a tractor-trailer
around one bend and can&#8217;t go any tighter. Mr. Watson said that the im=
pact
is at the narrowest point and they will be constructing a retaining wall to
support the road which will minimize that wetland.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>The third wetland impact is near t=
he
emergency access. </p>

<p class=3DMsoNormal style=3D'text-align:justify'><o:p>&nbsp;</o:p></p>

<p class=3DMsoNormal style=3D'text-align:justify'>Mr. Watson said he had be=
en to
the Planning Board a couple of times with conceptual designs and have just
begun the sub-division application as the senior housing projects fall under
the sub-division regulations.<span style=3D'mso-spacerun:yes'>&nbsp; </span=
>They
are scheduled to go before the Planning Board again, next Monday, October 2=
3<sup>rd</sup>.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>There is one access road off <st1:=
Street
w:st=3D"on"><st1:address w:st=3D"on">Sherburne Road</st1:address></st1:Stre=
et>, a
secondary road, and a short stub road off the secondary road heading back
towards <st1:Street w:st=3D"on"><st1:address w:st=3D"on">Sherburne Road</st=
1:address></st1:Street>.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>These 40 proposed units are single
family units, all detached.<span style=3D'mso-spacerun:yes'>&nbsp; </span>T=
he
fire department requires that there be an emergency access up to <st1:Street
w:st=3D"on"><st1:address w:st=3D"on">Litchfield Circle</st1:address></st1:S=
treet>. <span
style=3D'mso-spacerun:yes'>&nbsp;</span>Mr. Watson explained the catch basi=
ns and
treatment swale to catch run off.</p>

<p class=3DMsoNormal style=3D'text-align:justify'><o:p>&nbsp;</o:p></p>

<p class=3DMsoNormal style=3D'text-align:justify'>Mr. Watson made reference=
 to the
&#8216;draft&#8217; Standard Dredge &amp; Fill Application and asked, if
possible, he would like to get a letter of approval from the Commission this
evening if the application were acceptable to us so that they could include=
 it
when the application is filed with DES Wetlands Bureau to expedite the revi=
ew
process at the state level.</p>

<p class=3DMsoNormal style=3D'text-align:justify'><o:p>&nbsp;</o:p></p>

<p class=3DMsoNormal style=3D'text-align:justify'>Chairman Gagnon commented=
 that
this was not a minimum impact dredge and fill application.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Mr. Watson said it was not an expe=
dited
application.<span style=3D'mso-spacerun:yes'>&nbsp; </span>Mark West spoke =
and
said by giving our input ahead of time it would help them (Cuoco &amp; Corm=
ier
Eng. Assoc.) through the process rather than filing an application and have=
 the
Commission intercede within the 40 day window period.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Mr. West said that this qualifies =
as a
minor impact.<span style=3D'mso-spacerun:yes'>&nbsp; </span>Mr. Gagnon said,
normally we like to see the &#8216;paperwork&#8217; come before us about 10
days before the meeting so that we are not opening it up live, that we would
all vote when it&#8217;s first presented unless it&#8217;s incredibly trivi=
al.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Chairman Gagnon said he would ask =
the
members following the presentation if we wished to sign off on this applica=
tion.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>If they say they understand it ful=
ly and
they are ready to vote on it then we can write a letter.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>He said that if members are not re=
al
comfortable with the report and want to take the report home and look it ov=
er
then they would have to come back at the next meeting before we would vote.=
</p>

<p class=3DMsoNormal style=3D'text-align:justify'><o:p>&nbsp;</o:p></p>

<p class=3DMsoNormal style=3D'text-align:justify'>Mr. West presented the
Environmental Impact Study (EIS).<span style=3D'mso-spacerun:yes'>&nbsp;
</span>He said he had prepared the EIS, did the wetland evaluation, the upl=
and
plant community analysis and the wildlife habitat study.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Also included in his report was the
drainage analysis prepared by Cuoco &amp; Cormier, the watershed analysis,
storm water management plan, and the well pump test that was prepared by Ex=
eter
Environmental for the community well.<span style=3D'mso-spacerun:yes'>&nbsp;
</span>Also included is a site specific soil map that was prepared by NH So=
ils
who did the wetland delineation said Mr. West. Mr. West said that this site=
 does
not have significant wildlife movement through it due to there being existi=
ng
developments on almost all sides of this site. There is &#8216;some&#8217;
movement down toward Long Pond he said.<span style=3D'mso-spacerun:yes'>&nb=
sp;
</span>Mr. West made reference to a culvert that goes under <st1:Street w:s=
t=3D"on"><st1:address
 w:st=3D"on">Sherburne Road</st1:address></st1:Street> and pointed out wher=
e the
top of the watershed is located.<span style=3D'mso-spacerun:yes'>&nbsp; </s=
pan>The
majority of the site is mixed forest with a heavier dominance of hard woods
such as oaks which provides a food source such as acorns.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>There are some old apple trees whi=
ch
indicate a there was a small farm orchard there some time in the past. Mr. =
West
said there is indication of some ATV activity and some old wood roads.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Included in the report are before =
and
after photos where the equipment crossed over the wetland in order to do the
pump well test.<span style=3D'mso-spacerun:yes'>&nbsp; </span>A box-like
structure was used in crossing over this area to get to the well site said =
Mr.
West.<span style=3D'mso-spacerun:yes'>&nbsp; </span>There are no vernal poo=
ls or
significant really wet swamps.<span style=3D'mso-spacerun:yes'>&nbsp;
</span>There is a bit of speckled alder thicket.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>The wetlands would not rank really=
 high
in functions and value said Mr. West.</p>

<p class=3DMsoNormal style=3D'text-align:justify'><o:p>&nbsp;</o:p></p>

<p class=3DMsoNormal style=3D'text-align:justify'>Mr. Brian Roy spoke on be=
half of
the owner who lives a considerable distance from Pelham and couldn&#8217;t
attend the meeting.<span style=3D'mso-spacerun:yes'>&nbsp; </span>He said
originally the plan was for 78 units of elderly housing.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>They now have 40 units on 6 acres.=
<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Also, originally the plan was to
subdivide for mixed, low and moderate, single and multi units with a few
apartments.<span style=3D'mso-spacerun:yes'>&nbsp; </span>Mr. Roy said that=
 after
the first meeting with the Planning Board it was understood with the current
regulations that there can be no high density, low income housing in the fo=
rm
of apartments.<span style=3D'mso-spacerun:yes'>&nbsp; </span>He continued t=
o say
that they came back and had eliminated the apartments and brought the numbe=
r of
units down to 50.<span style=3D'mso-spacerun:yes'>&nbsp; </span>At the seco=
nd
meeting with the Planning Board revealed they only preferred to see single
family housing and more upscale.<span style=3D'mso-spacerun:yes'>&nbsp;
</span>They also gave the interpretation that we couldn&#8217;t subdivide t=
he
land to make more density by making smaller lots unless we made each
development completely independent said Mr. Roy.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>In other words we would have to pu=
t two
separate developments on this parcel which would have meant 2 highway curb
cuts, 2 separate condominium associations, 2 completely independent projects
said Mr. Roy.<span style=3D'mso-spacerun:yes'>&nbsp; </span>He said because=
 of
the cost, the impact to the wetland that would occur, the state highway imp=
act
the owner decided that he would pare it down to the 40 units that are permi=
tted
and that he is going with only single family.</p>

<p class=3DMsoNormal style=3D'text-align:justify'><o:p>&nbsp;</o:p></p>

<p class=3DMsoNormal style=3D'text-align:justify'>Members of the Commission=
 wished
to review the report that was just handed to them this evening and not sign=
 the

is so big it may involve several different tax maps.<span

ters
to this wetland (Beaver Brook) would have to be notified or a public notice=
 put
in the newspapers about the status of the brook being designated as a prime

month&#8217;s meeting we should be ready to draw up the warrant article that

over that other towns have used for their warrant articles.<span
