Mr. McNamara appointed Mr. McManus and Mr. McG= lynn to vote.

REQUEST FOR NON-PUBLIC SESSION =

Request for non-public session in accordance with RSA 91-A:3,II (e) regarding legal matters.

Mr. McNamara said the Planning Board would return after non-public session and conduct other business.

The Planning Board returned to public session at approximately 7:33pm. It was noted that Mr. Dadak, Mr. Montbleau and Mr. Croteau arrived during non-public session and joined the Board at that time.

Presentation= and Q&A on Conservation Development Ordinance with Carolyn Russell, DES Environmental Quality Impact Planner and author of DES Conservation Develop= ment model ordinance.

Ms. Carolyn Russell, DES Environmental Quality Impact Planner met with the Board to discuss a Conser= vation Development Ordinance. She be= gan by saying the definition of a Conservation Subdivision Design would have to be developed. This would be base= d on the natural and cultural resource attributes of the property and reflected = the broader environmental and social goals of the community and allow for great= er flexibility in design to provide a greater natural resource protection. She said the basic concept was to a= llow the same number of housing units as a conventional subdivision but doing it= in a way to have fewer impacts. = She explained the review process and examples of how conservation subdivision designs could be created. She explained how the permit process could be approached and gave examples of communities that had developed ordinances.= There was a discussion regarding the importance of maintaining connecting wetlands and wildlife corridors. It was suggested to have developers involved with discussions. Ms. Russell said they would begin an assessment schedule for open space planning and beginning in 2008 they would start to work with open space assistance w= ith groups of communities. She pr= ovided additional materials to the Board. She said if the Board had any feedback it would be appreciated.

Discussion of Planning Board Zoning Sub-Committee membership and process.

Mr. McNamara said the sub-committee and its membership would be formalized. Mr. Gowan said there was one infor= mal meeting where they began to address the issues that would need to be dealt with. Presently the interested members were Tim Doherty (Planning Board), Bob Lamoureaux (citizen), David Hennessey (Board of Adjustment), J.R. Gauthier (developer), Ralph Meisner (builder), Joe Maynard (engineer), Paul Dadak (Planning Board & Conservation Commission) and possibly William ‘Spike’ Hayes.

MOTION:

(Culbert/Montbleau) To = appoint the named individuals as members of the Zoning Sub-Committee. The names listed by Mr. Gowan we= re : Tim Doherty (Planning Board), Bob Lamoureaux (citizen), David Hennessey (Board of Adjustment), J.R. Gauthier (developer), Ralph Meisner (builder), Joe Maynard (engineer), Paul Dadak (Planning Board & Conservation Commission) and possibly William ‘Spike’ Hayes.

VOTE:

(6-0-= 0) The motion carried.

Mr. McNamara asked that a representative of the sub-committee provide the Board with periodic updates= so input could be provided. He said hopefully the goal would be to provide enough time for an ordinance to be presented on the March ballot.
