McNamara felt it was important to realize that the Board was just talking a=

length and reasonable alternatives would be more properly addressed at

application because they didn&#8217;t have enough frontage.<span

ew, they
had demonstrated to some extent that going from the other side of the golf
course through for an access point might entail unreasonable economic cost.=

cut
through making the golf course not viable going forward, the Town would lose
its right to first refusal and the golf course might be developed.<span

that Lifeline flew helicopters from the golf course in cases of sever

second access, the Planning Board reviewed the roads/golf paths to make sure
they could support some sort of secondary access.<span

conceptual plan that had been submitted as part of the Variance application=

the wetlands were and how the subdivision would impact such, there would be
nothing for the Conservation Commission to consider.<span

input from Conservation, which he felt was more appropriate for the Planning

know if there are wetlands on the property without putting the applicant to
extreme engineering studies.<span style=3D'mso-spacerun:yes'>&nbsp;
</span>Attorney Zall said at this point it may end up being fairly expensiv=

style=3D'mso-spacerun:yes'>&nbsp; </span>They didn&#8217;t want to incur the
expense until they knew whether they had the variance because if it
wasn&#8217;t granted they didn&#8217;t want to spend money on engineering.<=

style=3D'mso-spacerun:yes'>&nbsp; </span>Mr. McNamara noted that a site walk
would be conducted later on.<span style=3D'mso-spacerun:yes'>&nbsp;
</span>Attorney Zall said if the variance was granted with a stipulation fo=
r a
second means of access to the park and water and when the got to the Planni=
ng
Board if it was determined there was too much wetland to build it, they
wouldn&#8217;t be able to satisfy the conditions of the variance or move
forward with the project.<span style=3D'mso-spacerun:yes'>&nbsp; </span></p>

<p class=3DMsoNormal style=3D'text-align:justify'>Mr. Hennessey appreciated=

fact that the applicant had a &#8216;chicken or the egg&#8217; situation.<s=

criteria for wetland crossing, when granting a variance, versus meeting
Planning&#8217;s Subdivision Regulations was quite different.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>He said the Board tended to be a l=
ittle
tougher regarding a wetland crossing than they do at Planning.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>He said it was useful information =
to
know about the wetlands when reviewing a variance.<span

ared to
be multiple issues and questioned if the plan would end up back before the

</span>She said right now they were only asking if it was feasible to have
access from one town to another.<span style=3D'mso-spacerun:yes'>&nbsp;
</span>Mr. Hennessey said that was necessarily true.<span

oint hearing.<span

d be
the recommendation from the Highway Safety Committee.<span

a WCD waiver from the Planning Board and a WCD variance from the Zoning

the applicant was requesting the following: 1) WCD variance; 2) setback
